Leo has no way of coming out if Lucy isn't at least near her keys...Which she isn't. Anyways, on the subject of Leo's power-level; To be honest, he wasn't that strong at all pre-time-skip. Quite frankly, I don't see Leo making mince-meat out of anybody. For the sake of believing Arcadeus's hype, I'm going to assume that all the Executioners are at least on Elfman's level to anywhere as high as between Natsu and Erza for the leader. Realistically, Elfman could probably stalemate with Leo. Gray would wipe the floor with Leo. Natsu would oneshot him.

Nah....Lucy's only real option is to pray for mercy and beg for forgiveness while she gets slaughtered. :P Happy is pretty much the strongest person in that group right now....I'm not even kidding. It's all on Happy.

Loke? Well, he is the leader of the Celestial Spirits. Though to be honest, that's kind of like being the king of an elementary school playground. :P

I really don't see them being the real antagonists of this arc, especially since it's quite obvious Arcadeus is the one who is pulling the strings here. He probably wants FT alive and well, and this is just a facade to gain their trust.

Antagonists or not, they are the executioners, what if Jura or Jellal need to be executed? Or a team of really strong people? Then what? Who is supposed to execute them? >.> They should be the best only on that spot.

Excutioners don't need to be particularly strong. I imagine the Council owns quite a few powerful weapons like Aetherion and the likes that are perfectly capable of doing away with Jura or Jellal. I imagine that restraints would be used on the prisoners to ensure that they could not escape.

Giving the prisoners a fighting chance? Now that is awfully fishy. Even the Edolas peeps had the sense to restrict Lucy's usage of magic.

first, the executioners only handle people caught by by the royal authorities/guards maybe, while most mages are caught and sentenced by the Council. It could very well be that the executioners won't be able to deal with someone like Jura.
